intermittent wipers

Been having a problem with my wipers. They work fine on low and high. Sometimes the delay function will work for a few passes up to a minute, then there is a click under the dash and they run on low w/ no delay.

Also, the wipers rarely return to "home" position when turned off (motor problem?).

How many times are the wipers supposed to make a pass before shutting off after using the washer? Mine seem to run to many times and wind up leaving streaks.
