Shaving tires

Does anybody know if there are still places with the equipment to shave tires? I have 2 severely flat spotted tires that still have 1/2 tread left on them (next time the deer dies). They were thumping so bad at 40 mph I pulled them off and put the old Michelins back on. My Les Schwab tire dealer says deer are not considered a road hazard......
