Generic TSB question

I picked up my 03 1 year ago this coming Saturday. So far I've managed to stay away from any dealers. Other then crappy paint, paper thin metal, and a church pew hard seat, this rig has been great. 38k miles and no reason to risk going into the shop. Now all of a sudden the darned 68-73mph vibration has come back. I had it the first month and then it went away. Of course, it failed to show its ugly head until I went over the 36k mark. Thus the following TSB question.

Are TSB's only valid during the warranty period?
Is the vibration TSB considered part of the drivetrain warranty or the 36k warranty?
