Is this B.S.

When I first got my truck I was getting 19-21mpg on the highway and during the winter I had the high idle poor cab heat reflash done. Ever since then I can only get 17-18 mpg. The service department did another reflash at the time for the cruise control as well because they didnt understand what I was asking for. So any way I called to see what the deal was with the mileage etc. The service writer told me that it was most likely the high idle reflash because even when I dont use it it will consume more fuel all the time. Also he told me that they could disable it for $45. I started to get pretty suspicious and am supposed to call back and talk to the head guy. Does this sound right? If this reflash is going to lower milage like that why wouldnt they say so or is it just Bravo Sierra.
