Vibration--Shocks-Tires??

Boy this one has got me. I have BFG 315 Tires, Stock Rims, Rancho 9000X shocks. Sometimes when I hit a washboard one of the tires keeps jumping...causing a ton of vibration. Will go away when I slow down. I have had all four shocks replaced, two tires replaced and it is still happening. I had all four tires road force balanced...still does it.
Feels like a shock problem but I got them cranked up to about 4-5 and still bounces and now it rides like a buck board wagon.

Any Ideas???
