One More TSB question

We've been reviewing the posts regarding TSB 18-037-04 and haven't been able to figure this one out. My friend has a 04.5 2500 with the 325/600 engine # 57123257 with a MFG date of 11-20-03.
According to the TSB, this engine is outside the serial number and MFG date range (by being 7028 engines and 20 manufacturing days earlier than the TSB says).
Does his ECM have an "older" program? Were the ranges listed in TSB changed from what his was set up with? The truck has he 48re and is getting low 14's mileage on the overhead display.
What gives?
