One of those "strange sound" questions: Plastic plate under wipers

I've noticed that during highway driving when the wind is blowing the right side of the plastic plate under the windshield wipers lifts up and down, causing a rattle-type noise. I've checked the plastic plate and found all the fasteners to be tight, but I can lift up the plate about 1/4" if I lift it at the center point of the wiper blade. Anyone else notice this, and if so were you able to eliminate the sound? It only seems to happen on windy days at highway speeds.
