headlight questions

Out of boredom I removed one of my headlights (dont ask why, I'm not sure) but I discovered a 3rd bulb behind the lower reflector. It was burned out so I checked the other side, same thing. It's a small bulb and doesnt look like it would do much (bout the size of a dashboard light), expecialy behind a reflector. Just curiouse what it's suppose to light up. I've never noticed other trucks with the lower reflector light up, just seems strange to me.

Also, It looks like the clear part of the headlight can be removed. Has anybody done this before for anyreason? I thought the headlight might look better if I was to remove or paint the reflectors. To keep it legal I guess I'd just paint over them and keep some sort of small strip or design or something "reflectable". Just curiouse if anybody has done this and has any tips how to brake the RTV type seal and not brake any of the small clips.
