I change a 3/4 to 1/2 ton License plate

In the state of Pa. one can change a 3/4 ton license plate to a half ton which is cheaper in cost. Now they won't let you change a one ton to a 3/4 ton.I don't haul that much but do pull a car trailer. My truck is for personal use I don't know about other states on what you can do.
