Per Robert Patton, the Valvoline Part No. VP202 available from Geno's Garage is the product that superseded (replaced) the Valvoline-Cummins Product (3164982).

With his permission, I have pasted what he said below:
"Likely, these are the same products as our part number was superseded to the new VP202.
I am sorry, but I don’t know if the label with the Cummins logo was discontinued.
Yes, the HD VP202 is still recommended for the HPCR 5.9L engine.
I would use 2.56 ounces per 20 gallons to follow the same ratio as the Cummins 32 ounces/250 or 2.56/gallon."

Robert's answer regarding the OK for the 5.9 HPCR and at what concentration for continuous use was in response to my questions. The VP202 label says for HD engines of 10 - 16 Liters. The amount to use goes back to the Valvoline -Cummins labels which were confusing. The one pint size said it would treat up to 45 gallons and the one quart size said it would treat up to 250 gallons of diesel.
Regardless, I bought 2 quarts from Geno's & will be using it somewhere in the range suggested by Robert.
