05 won't turn off

A friend calls up just now and says his 05' 3500 won't quit running when he turns the key off and removes it. The steering wheel locks w/ the key out, but the truck is still running. My first thought was the key "tumbler."
What do you guys think? What's the best/safest way to get this truck to shutdown? BTW, he has an Edge Juice on this truck, I believe this is the only mod.
