Below 20 degs. Problems

I am having 2 problems with my truck when it is below 20 degs. and am wondering if anybody else is seeing this. #1 My heater control between defrost and floor don't like to work until it is above 20 and then it works fine. Dealer has parts on order for this problem. #2 My headlights will flash between headlights and foglights every once in awhile for no reason. When this happens the headlights go out and only the fog lights are on and I do not have the foglight switch on.This happens when on high or low beam it makes no difference and only when it is cold.
