When is cash allowance applied on an order?

I am ordering a new truck. The dealer said that he couldn't guarantee the $2,500 cash allowance. He could only offer the cash allowance at the time the truck is delivered, whether it be lower or higher. I've read on here that dealers have offered the cash allowance that is the largest between time of order and delivery. Is my dealer pulling the wool over my eyes or is this legit?
