Question Scotty Ram Air III, bought it used.

I got this off EBay, a Scotty Ram Air III for 2003+ CTDs.
It came today and includes the big main body, a huge fliter element, the sensor manifold, a reducer ring and one more peice that I have no clue what it is or where it goes.

The first small problem is the EBay seller used the Scotty Ram Air III product pic which shows the flow minder installed. This housing doesn't have the small bulkhead for the flow minder. That's not a big deal because ABS plastic is easy to fabricate and epoxiing a small bulkhead to it would be simple. It is a bummer though that it was advertised as having one.

The second problem is the reducer ring falls onto the main body with absolutely no friction, unlike the sensor manifold connecting to the reducer ring, (that's tight). The PO obviously ran duct tape over the joint from reducer ring to main, there's evidence to that.

Last but not least, what the heck is this and where does it go?

As for the loose reducer ring to main body, is it supposed to be loose? If not I'm thinking more ABS plastic to shim the difference around the joint. Just wrapping say a 1/2" strip of thin ABS until I have a friction fit, then glueing it (ABS strip to main only) on the main.
I am aware that it probably doesn't matter since the joint is pre-filter.
I'm also assuming that weird kitty head shaped thingy is a mount for the main somewhere cause there seems to be no mounting hardware anywhere.
Thanks for any advice, Doug
