Can someone explain DC STAR

Can someone explain exactly what STAR does?

Is it an advanced technical support group for dealership technicians?

Do they also handle the warranty replacement for high cost items?

Are there really such things as STAR parts that the dealer can't stock?

If there are STAR parts, could you go to Cummins and order the same part?

Sorry to ask so many questions, but it's easier to play the warranty game, if I know the rules
