Emission Testing

Hey, I got a problem, I just got my Juice and 4" exhaust with replacement pipe for the cat and am moving to Chattanooga, just my luck they started emissions testing. Newer diesels have to pass an OBD test, what exactly is this and will my Juice affect this test if I turn it to 0? And furthermore, I would like to get around being tested at all, no moral crap please, (save your fingers) I don't care, just help me if you can with any suggestions on evading testing and information on what these monkeys are going to do when they plug into my port.
