fan problem

i am having an overheating problem and i don't think my fan is engaging. i don't know how to determine if this is a mechanical fan clutch problem or an electrical problem with the relay or whatever it is that tells the fan clutch to engage. i pulled the t-stat and put it in boiling water and it seems to be operating ok. where do i go from here?
