p0251 code half way through a cross country trip

Okay guys, halfway to Montana from Michigan I noticed that my rail pressure at 70mph was a little low, milage was down and truck would lose rail pressure when throttled. I limped it to Missoula and put a 14mm bolt in the rail relief valve no change. Checked codes and I have p0251 injection pump fuel metering contol a.

The cp3 is brand new and I have been running a Van aaken 3.1 for about a week (in addition to TST at 1/1). The highest rail pressure I have seen with the VA was about 27,000.

Any ideas, I ran the truck in this condition for about 1000 mi so I doubt I have a cracked injector tip, boy do problems suck when your 1800 mi from home.
