Tow Haul vs Overdrive Off on 2006 48re

The 2006 automatic has both "tow haul" mode and "overdrive off" mode.
When in "overdrive off" mode are the tow haul settings still activated with the exception that overdrive does not engage or is the transmission in "normal" mode with no overdrive?
