Cruise controlled high idle

I give up boys... I'm trying to get the cruise controlled high idle to work on my early 04 with manual transmission. I have the smarty loaded up with the 30 hp program (with timing) and I've grounded ECM pin #22 (in B connector (closest to rear of engine) second from the left, third one down). I cannot get the high idle to work. From what I understand, all smarty programs have the high idle program already in it.

I've searched older posts and now I'm not entirely sure if this feature works on the 03/early 04's. Can someone set me straight!?!?!?!
