Boost foolin help

Well I just shelled out the bucks for an intercooler as mine was the plastic tank version.

I am going to be going to a bigger turbo and injectors eventually but until then I would like to bump up the stocker a little. I used to run the bullydog on performance 90hp mode and that gave me close to 38 which I would like to do now that I am on the SMARTY. I run level 7 130hp but it still feels less than the 90hp on the bullydog. Any ideas as to why this happens.
