Jacobs E brake surging

I just installed a Jacobs E brake on my 2003 and it is surging on and off at idle. I can go aroung and the solenoid is clicking on and off at about 3 second intravals. I checked the pin 39 wire that suplied the activation signal for the brake and it is giving about 4.5 volts at idle. I suspect a TPS sensor, but would like to have some help to narrow down the problem.
