Low Boost! Low Power!

All boxes are unhocked trucks only making around 20psi boost and has low power.. I have no codes,no boost leaks,turbo is good,rail pressure will hit about 20k psi with map sensor unhoocked but only around 4k with map pluged in

.. If the map sensor was bad shouldnt it throw a code?
I tried new fuel filters that didnt help,unhocked the air filter that didnt help,Fass system is working good..

This low boost and low power started after I did the following to the truck,Dropped and cleaned fuel tank,added 2mic fuel filter,installed F1 flux 2,s,put used cp3 on,all new fuel lines,cleaned fuel rail and lines,put new rail pressure sensor,??
