Smarty and 2003 305 motor

I am considering my first performance upgrade. The spartyPOD. I have seen in the past that setting 8 and 9 on the 03 truck will not net 170hp what is the limiting factor on the 03 truck that will not allow this? Will the smarty POD give you the same adjustability as the REVO? If the programmer only comes with 9 setting how can you switch between 100 on the pod?
