Question about Air Filter

Going to replace my airfilter for the first time since I bought the truck used. I am buying the filter from Genos. Item below. My question is the garage that I bought the truck from told me to remove the foam pre filter from the filter. Is this right ??? He said it would prevent flow from coming in?
