"High Idle" basic info?

Trying to get a concise thread about this "feature" , to help newbies(such as myself) get a grip

1. What is "high idle"?

2. Why do I/you want/not-want it?

3. Why is it not "standard',...but must be dealer/mechanic activated?

4. Anything else important to know/consider about HI?
