Am I the only one having trouble locating ULSD?

This has become very frustrating for me. It seems that near the interstates it’s easy to find but in the cities it’s almost nowhere to be found. I live in the Washington DC/Baltimore metro area.
Yesterday I drove over 150 miles from my house to Mt. Airy MD, then through Gaithersburg and Rockville into Bethesda. We must have passed 10 stations with Diesel and not one has ULSD.
Then we went into Vienna ,Fairfax,Springfield VA. Still nothing. On our way home we found some in Fairfax at 2 stations which were both Sunoco’s . Lately when I get to half a tank I start to look for fuel. Is there a web page that will tell us where we can purchase it?
I thought 80% of the stations in the USA were supposed to have ULSD. It seems that overall about 10% of the stations in the DC/Baltimore area have it unless you are near an interstate hwy. I live 1.5 miles from I-95 and the Exxon has it. If you go into Laurel MD. I went to six station within a 2 mile radius a few weeks ago and not one had ULSD. Are there any gas station owners on here that can tell me why they choose to purchase #2 Diesel LSD and not ULSD. The 2007 trucks have been out since fall of 2006
Why are they not adapting to a fuel that works in all Diesel trucks?
