Dpf Warranty

In having a "chat" with Chrysler, Dodge thru their website, I was informed (after reading thru the warranty with the Dodge rep) that the DPF and all the other after exhaust manifold equipment is only warranteed for 3 yrs or 36000 miles EXCEPT in CA. I thought this was part of the emissions system but according to Dodge as well as in the booklet that comes with the new trucks, that it is not considered so except by CA. If this is such an expensive repair and required by the government, should this not be considered as part of the federal emissions and have the extended warranty?
