Emissions in Colorado (rant)

I just got my emissions tested at Diesel Repair & Performance in Parker, CO. They charged me $60 which seemed to be the going rate, the guy doing my emissions came to the front and said that my air filter was dirty and that they would have to clean it to make it pass. They told me that either I could pay $40 to get it cleaned there or I could do it myself. I told them that I would rather just take care of it myself and they said well okay you still have to pay us the $60 for the test!!! I felt like I had completely been trapped into paying this $40...for a dirty air filter... that I KNOW was clean! Anybody know of a no-bull**** place to get emissions tested so I don't get scammed like this again?
