p-pump questions

I am building a 24v with a p-pump conv. I have a pump off of a 96 that I put delivery valves in but have been told many times that I still won't see the power that I would from a 215 pump out of a 97.. Is this true and if so would I be better off just getting a 13mm plunger pump built or is there a way to get the parts and have a local pump shop do the work? I have also looked at a p-pump from an 8.3 cummins that is supposed to be 275 hp. Would this bolt up and be a better choice? I am somewhat on a budget since I have the whole truck to build along with the engine. Any help or opinions would be appreciated
