building 97 12v wtwins need advice

Hello all I have just became a member here on the board have been into diesels now for quite some time now I'm doing my first set of homebuilt twins and need a little advice. I have a 97 12v I'm building for my towrig a 91 crewcab chevy dually 2wd cant wait to get it going. I have the short block all done except for my pierce street strip cam will be hear in a couple of days. Pump is a 913 with 4k gov springs and 191 delivery valves has stock an #5 plates to switch between may get a #10. Head is p&p with 3angle valve job and 60lbs exhaust springs. Haisley main studs and arp head studs. Now here is where I need the advice of everyone. I am building this to do a lot of towing I have a 42' enclosed car trailer that hauls all of my toys to and from the strip. I'm looking to run around 35-40 psi and have no egt problems. I have a hx35-12cm wg for my top turbo and have what I belive to be and htb3 for the bottom. Can someone tell me if it is a htb3 here are the numbers on the tag assy 3538963
ser 1020569 could be hx60 dont know for sure it has a 22 or 23 exhaust housing and looks brand new will this work for what I'm wanting to do or do I need something else? Next do I need to have the head oring or is it going to live at this level of abuse? I plan on running timing at 15-16deg to help keep everything cool is this enough or not enough have never had probles on my dads 12v 98 at 16deg and have used it quite a few times to pull. Also what injectors do I need to fuel this beast I am looking for 350-400hp? And at what levels will the nv4500 start breaking? I know there may be a few thing that may have been left out and I'm sorry just trying to get the basic covered to get an idea of what to do next.
