Smarty pop off

Ok heres the thing. i was at the drags in bunker hill playing around and i noticed that with my smarty on 3 i could only build boost to 13psi. With it on level 7 it would go to 18 psi. With it on 9 it would [I]shoot to the moon[I]

Has anybody else experienced this?
