EPA and 4bt swap in Ohio?

I've read epa.state.oh.us "Modified Vehicles and Auto Emissions Testing" paper and US EPA " Engine Switching Fact Sheet".
Has anyone in Ohio TDR clubs read this? Can anyone go to these sites and see if they can make sense of this and tell me if I can do a 4bt engine swap in a newer model Dakota (~2000-2002)?
