Buying fuel in bulk

I recently went to Mexico and filled up the truck and found fuel to be around $2.10 gal that is my translation from Mexican money.
The price of fuel in my area is close to that but when prices go back up i would like to buy bulk fuel in Mexico since Mexico fuel is price regulated .

My question is
1 can you use a external tank
2 how many gallons can you bring back at one time
3 is it illegal
4 what else should i be asking
