As experts debate the potential speed of the US recovery, one figure looms large but is often overlooked: nearly 1 in 5 Americans is either out of work or under-employed.

 

According to the government's broadest measure of unemployment, some 17.5 percent are either without a job entirely or underemployed. The so-called U-6 number is at the highest rate since becoming an official labor statistic in 1994.

The number dwarfs the statistic most people pay attention to—the U-3 rate—which most recently showed unemployment at 10.2 percent for October, the highest it has been since June 1983.

The difference is that what is traditionally referred to as the "unemployment rate" only measures those out of work who are still looking for jobs. Discouraged workers who have quit trying to find a job, as well as those working part-time but looking for full-time work or who are otherwise underemployed, count in the U-6 rate.

With such a large portion of Americans experiencing employment struggles, economists worry that an extended period of slow or flat growth lies ahead.

"To me there's no easy solution here," says Michael Pento, chief economist at Delta Global Advisors. "Unless you create another bubble in which the economy can create jobs, then you're not going to have growth. That's the sad truth."

Pento warns that forecasts of a double-dip ("W") or a straight up ("V") recovery both could be too optimistic given the jobs situation.

Instead, he believes the economy could flatline (or "L") for an extended period as small businesses struggle to grow and consequently rehire the workers that have been furloughed as the U-3 unemployment rate has doubled since March 2008.

As that trend has happened, the U-6 rate has expanded at an even more dramatic pace. Economists cite several reasons for the phenomenon.

For one, more workers are becoming discouraged as real estate—the focal point for the expansion in the earlier part of the decade—has collapsed and taken millions of directly related and ancillary jobs with it. 

 

Many workers believe those jobs aren't coming back, and have thus quit looking and added themselves to the broader unemployment count.

"In the earlier part of this decade, 40 percent of all new jobs created were in real estate. Attorneys, mortgage brokers, agents, construction—they were all circled around housing," Pento says. "We've had a jobless recovery in the last two recessions. This is going to be the third jobless recovery in a row."

Another factor that may be leading people onto the rolls of those no longer looking for jobs is the government's accommodative extensions of jobless benefits. 

"Workers are unemployed for a much longer span than we've seen historically," says David Resler, chief economist at Nomura Securities International in New York. "Part of that may be affected by the longer availability of benefits. It reduces the incentives for an urgent job search."



The U-6 rate debuted in January of 1994 at 11.8 percent, while the U-3 was at 6.6 percent. The measure hit a low of 6.9 percent in April 2000 while U-3 sat at 3.8 percent.

While the current methodology only dates back 15 years, a former U-6 gauge was in existence previously and peaked at 14.3 percent in 1982. Economists predict the current measure would fall just below that number using the same methodology.

"We're in the process of discovering how severe this recession and the long-run impact on certain industries will be and what that will do to overall employment," Resler says. The U-6 rate "portends a very slow, sluggish recovery." 

If that holds and the US economy stays weak, that presents challenges for investors.

"People focus too much on that 10 percent number and not on the larger number," says Kevin Mahn, chief investment officer at Hennion & Walsh in Parsippany, N.J. "There's a humongous inventory of people out there looking for work and have been looking for work for a long time. Where are those jobs going to come from?"

High unemployment and the resulting pressure on consumers is driving many investors to look for opportunities overseas and in other assets.

Walsh says that trend is going to continue, with clients going to foreign markets, real estate investment trusts, certain bonds—anywhere that can offer profits above the slow-growth mire of US-based investments.

"If full employment is 4 percent, people are wondering how we're going to get from 10 (percent) to 4. Well, try getting from 17 to 4. We may not get back to full employment for a decade," Mahn says. "As an investor, that causes me to look for different places now. Maybe you can't just put money in US large caps and ride out this recovery."]]></description>

WASHINGTON (Reuters) - A U.S. congressional panel on Thursday approved a measure to open the Federal Reserve's monetary policy decisions to government audits, a surprise blow to the central bank's efforts to shield its independence and a signal of frustration with the central bank.

The provision, co-sponsored by Republican Representative Ron Paul and Democrat Alan Grayson, would allow a congressional watchdog agency to conduct a broad review of the U.S. central bank's policy and lending. Fed officials have strongly opposed it, saying it would cast doubt on the central bank's independence from political pressure.

The House of Representatives Financial Services Committee approved the amendment to broader legislation to revamp financial rules. The panel put off a vote on the broader measure.

House Financial Services Committee Chairman Barney Frank, who opposed the Paul-Grayson measure, predicted it would be revisited when financial reform legislation is debated by the House.

"I think it's going to be seen as weakening the independence of monetary policy with consequent negative implications," he told reporters after the vote. "I think people will be worried about the impact on the dollar and on interest rates, and I think that one may be revisited when we get to the floor."

However, Paul's measure has earned support from more than half of the members of the House.

The amendment is a further congressional slap at the U.S. central bank after a Senate regulatory overhaul proposed stripping the Fed of its regulatory authority. Some lawmakers fault the Fed for failing to anticipate or prevent the financial crisis that pitched the economy into deep recession, while others are angry at its extensive emergency support for financial institutions.

The Fed objected to the provision, saying it could raise financial market questions about its independence and could result in higher long-term interest rates as investors worry about inflation risks.

"History provides numerous examples of non-independent central banks being forced to finance large government budget deficits," Fed Vice Chairman Donald Kohn said in July. "Such episodes invariably lead to high inflation."

Paul is an outlier in U.S. politics who advocated abolishing the U.S. central bank well before the financial crisis. He ran for president as a Republican in 2008 and recently published a book called "End the Fed."

However, the Texas lawmaker was able to tap into widespread congressional frustration with the Fed.

"The Fed currently has no political capital," conceded Representative Mel Watt, a Democrat who opposed the Paul-Grayson provision. "Everybody would like to beat up on the Fed and call them the bad guy," Watt said. "(But) are we going to so substantially castrate the Fed so it cannot do what it was set up to do?"

Watt had promoted a compromise amendment that would have allowed audits of the Fed's balance sheet and lending but would have drawn a clear line at leaving monetary policy alone. Frank, the committee chairman, backed Watt's proposal.

A Fed representative declined to comment on the vote, and cited earlier comments from senior Fed officials expressing concern that monetary policy audits would undermine the central bank's independence.

They intend to reach to the bottom of our pockets to get the last of the change.

One of the saddest Kremlin reports we’ve ever read stated that during President Obama’s meeting with President Medvedev at the Asia-Pacific summit of APEC Nations in Singapore, the American leader when asked his thoughts on Prime Minister Putin’s warning that the United States should cease its march towards socialism replied, “It doesn’t matter since for all intent and purposes the US Constitution is dead”.

In his speech to the World Economic Forum in Davos, Switzerland, this past winter Putin had warned Obama of the dangers of socialism by saying, “In the 20th century, the Soviet Union made the state’s role absolute, in the long run, this made the Soviet economy totally uncompetitive. This lesson cost us dearly. I am sure nobody wants to see it repeated.”

Putin further cautioned Obama against using military Keynesianism to lift its economy out of recession, saying, “In the longer run, militarization won’t solve the problem but will rather quell it temporarily. What it will do is squeeze huge financial and other resources from the economy instead of finding better and wiser uses for them.”

Unfortunately for the American people, Obama has not only failed to heed Putin’s warning, he has embarked upon an unprecedented mission since taking office of subverting the United States, and its people, by literally bowing down before the leaders of a Globalist elite intent upon the destruction of our present World so as to remake it in an image more befitting the ancient era of omnipotent Kings who ruled over their subjects with iron fists and tolerated no dissent whatsoever. 

In Obama’s bowing down before the brutal Saudi Arabian King with the “beaming” Jewish French President Nicolas Sarkozy looking on [photo top left], to be followed this past week by his bowing down before the Japanese Emperor [photo top right] whose people consider him to be a “god”, the American people have been given the clearest example possible that the World they once knew is totally gone. 

And to this “New World” these American people are entering they haven’t the slightest clue about the horrors they are about to face, a fact made more cruel because of their propaganda media organs all being a part of the greater plot to see these once great people, and their Nation, completely destroyed and sacrificed upon the alter for an elite class of rulers who include the CEO of the Goldman Sachs banking giant Goldman Sachs (who have engineered every major market manipulation since the Great Depression - and are about to do it again) who this past week in London said, and I quote exactly, that they are “doing God's work” by their making hundreds of billions in profits off the backs of the American people who are losing their jobs and homes by the tens-of-millions.

For those American people believing that Obama is going to protect them against monsters such as this they should think again too, because the fact that he, Obama, is President of the United States at all is due to his being placed in power over them by Goldman Sachs in the first place, who by all accounts “own Obama, lock, stock and barrel.” 

So, if the American people are no longer being protected or told the truth by either their leaders or their propaganda news media, who is this battle being left to? Six years ago I wrote a book called Uncle Sam's Plantation. I wrote the book to tell my own story of what I saw living inside the welfare state and my own transformation out of it.

I said in that book that indeed there are two  Americas -- a poor  America on socialism and a wealthy  America on capitalism. 

I talked about government programs like Temporary Assistance for Needy Families (TANF), Job Opportunities and Basic Skills Training (JOBS), Emergency Assistance to Needy Families with Children (EANF), Section 8 Housing, and Food Stamps.

A vast sea of perhaps well-intentioned government programs, all initially set into motion in the 1960s by Democrats, that were going to lift the nation's poor out of poverty.

A benevolent Uncle Sam welcomed mostly poor black Americans onto the government plantation.  Those who accepted the invitation switched mindsets from "How do I take care of myself?" to "What do I have to do to stay on the plantation?"

Instead of solving economic problems, government welfare socialism created monstrous moral and spiritual problems -- the kind of problems that are inevitable when individuals turn responsibility for their lives over to others.

The legacy of American socialism is our blighted inner cities, dysfunctional inner city schools, and broken black families.

Through God's grace, I found my way out.  It was then that I understood what freedom meant and how great this country is.

I had the privilege of working on welfare reform in 1996 which was passed by a Republican controlled Congress.

I thought we were on the road to moving socialism out of our poor black communities and replacing it with wealth-producing American capitalism.

But, incredibly, we are now going in the opposite direction.

Instead of poor  America on socialism becoming more like rich American on capitalism, rich  America on capitalism is becoming like poor  America on socialism.

Uncle Sam has welcomed our banks onto the plantation and they have said, "Thank you, Suh."

Now, instead of thinking about what creative things need to be done to serve customers, they are thinking about what they have to tell Massah in order to get their cash.

There is some kind of irony that this is all happening under our first black president on the 200th anniversary of the birthday of Abraham Lincoln.

Worse, socialism seems to be the element of our new young president. And maybe even more troubling, our corporate executives seem happy to move onto the plantation.

In an op-Ed on the opinion page of the Washington Post, Mr. Obama is clear that the goal of his trillion dollar spending plan is much more than short term economic stimulus.

"This plan is more than a prescription for short-term spending -- it's a strategy for  America 's  long-term growth and opportunity in areas such as renewable energy, healthcare, and education."

Perhaps more incredibly, Obama seems to think that government taking over an economy is a new idea. Or that massive growth in government can take place "with unprecedented transparency and accountability."

*Yes, sir, we heard it from Jimmy Carter when he created the Department of Energy, the Synfuels Corporation, and the Department of Education.

Or how about the Economic Opportunity Act of 1964 -- The War on Poverty -- which President Johnson said "...does not merely expand old programs or improve what is already being done. It charts a new course. It strikes at the causes, not just the consequences of poverty."

Trillions of dollars later, black poverty is the same. But black families are not, with triple the incidence of single-parent homes and out-of-wedlock births.

AP Turns Heads for Devoting 11 Reporters to Palin Book 'Fact Check'

Reviewing books and holding public figures accountable is at the core of good journalism, but the Associated Press' treatment of Palin's book seems an unprecedented move at the wire service

Sarah Palin is no normal politician, and at the Associated Press, apparently "Going Rogue" is no normal book.

When the former Republican vice presidential candidate and former Alaska governor wrote her autobiography, the AP found a copy before its release date and assigned 11 people to fact check all 432 pages.

The AP claims Palin misstated her record with regard to travel expenses and taxpayer-funded bailouts, using statements widely reported elsewhere. But it also speculated into Palin's motives for writing "Going Rogue: An American Life," stating as fact that the book "has all the characteristics of a pre-campaign manifesto."

Palin quickly hit back on a Facebook post titled "Really? Still Making Things Up?"

"Imagine that," the post read. "11 AP reporters dedicating time and resources to tearing up the book, instead of using the time and resources to 'fact check' what's going on with Sheik Mohammed's trial, Pelosi's health care takeover costs, Hasan's associations, etc. Amazing."

AP spokesman Paul Colford said the organization, with more than 4,000 employees, and 49 Pulitzer Prizes earned for asking the hard questions, has the luxury of putting multiple reporters on major stories. He confirmed 11 people worked on the story, but not all full-time. He refused to say, however, if similar number of journalists were assigned to review other political books, or if Palin has been treated differently.

"One byline appeared on AP's Fact Check. Others at AP with knowledge of specific areas covered in the book contributed in varying degrees to preparing the Fact Check quickly on Friday," his statement read.

Reviewing books and holding public figures accountable is at the core of good journalism, but the treatment Palin's book received appears to be something new for the AP. The organization did not review for accuracy recent books by the late Sen. Ted Kennedy, then-Sen. Joe Biden, either book by Barack Obama released before he was president or autobiographies by Bill or Hillary Clinton. The AP did more traditional news stories on those books. 

The attraction to Palin doesn't appear to be partisan, since AP didn't fact-check recent political tomes by Republicans Rudy Giuliani or Newt Gingrich.

The AP, however, regularly writes "fact checks" for major political speeches, such as a September health care speech by President Obama.

Doug Underwood, a University of Washington journalism professor who covered Washington politics in the late 1970s for Gannett, said Palin brings some negative attention on herself with a history of bad interviews and misstatements. In addition, the press cannot ever be perfectly consistent or fair, he said.

Still, the media treated Biden and Palin differently, he said.

Biden's book "Promises to Keep" became an instant best-seller when he was chosen to be Obama's running mate, but was not fact-checked by the AP and only received passing interest. In a story last year on Biden's Vietnam War draft deferments due to asthma, the reporter notes Biden didn't mention the malady in his book.

Palin is not the standard presidential possibility for 2012, Underwood said.

"She's a figure who's a politician, but also a part of popular culture," he said.

Palin supporters believe 11 reporters poring over every word of her book is excessive- and further proof of the media's obsession and maltreatment of the hockey mom from Wasilla.

AP Turns Heads for Devoting 11 Reporters to Palin Book 'Fact Check'<br />

Reviewing books and holding public figures accountable is at the core of good journalism, but the Associated Press' treatment of Palin's book seems an unprecedented move at the wire service<br />

Sarah Palin is no normal politician, and at the Associated Press, apparently "Going Rogue" is no normal book.<br />
<br />
When the former Republican vice presidential candidate and former Alaska governor wrote her autobiography, the AP found a copy before its release date and assigned 11 people to fact check all 432 pages.<br />
<br />
The AP claims Palin misstated her record with regard to travel expenses and taxpayer-funded bailouts, using statements widely reported elsewhere. But it also speculated into Palin's motives for writing "Going Rogue: An American Life," stating as fact that the book "has all the characteristics of a pre-campaign manifesto."<br />
<br />
Palin quickly hit back on a Facebook post titled "Really? Still Making Things Up?"<br />
<br />
"Imagine that," the post read. "11 AP reporters dedicating time and resources to tearing up the book, instead of using the time and resources to 'fact check' what's going on with Sheik Mohammed's trial, Pelosi's health care takeover costs, Hasan's associations, etc. Amazing."<br />
<br />
AP spokesman Paul Colford said the organization, with more than 4,000 employees, and 49 Pulitzer Prizes earned for asking the hard questions, has the luxury of putting multiple reporters on major stories. He confirmed 11 people worked on the story, but not all full-time. He refused to say, however, if similar number of journalists were assigned to review other political books, or if Palin has been treated differently.<br />

"One byline appeared on AP's Fact Check. Others at AP with knowledge of specific areas covered in the book contributed in varying degrees to preparing the Fact Check quickly on Friday," his statement read.<br />
<br />
Reviewing books and holding public figures accountable is at the core of good journalism, but the treatment Palin's book received appears to be something new for the AP. The organization did not review for accuracy recent books by the late Sen. Ted Kennedy, then-Sen. Joe Biden, either book by Barack Obama released before he was president or autobiographies by Bill or Hillary Clinton. The AP did more traditional news stories on those books. <br />
<br />
The attraction to Palin doesn't appear to be partisan, since AP didn't fact-check recent political tomes by Republicans Rudy Giuliani or Newt Gingrich.<br />
<br />
The AP, however, regularly writes "fact checks" for major political speeches, such as a September health care speech by President Obama.<br />
<br />
Doug Underwood, a University of Washington journalism professor who covered Washington politics in the late 1970s for Gannett, said Palin brings some negative attention on herself with a history of bad interviews and misstatements. In addition, the press cannot ever be perfectly consistent or fair, he said.<br />
<br />
Still, the media treated Biden and Palin differently, he said.<br />
<br />
Biden's book "Promises to Keep" became an instant best-seller when he was chosen to be Obama's running mate, but was not fact-checked by the AP and only received passing interest. In a story last year on Biden's Vietnam War draft deferments due to asthma, the reporter notes Biden didn't mention the malady in his book.<br />
<br />
Palin is not the standard presidential possibility for 2012, Underwood said.<br />
<br />
"She's a figure who's a politician, but also a part of popular culture," he said.<br />
<br />
Palin supporters believe 11 reporters poring over every word of her book is excessive- and further proof of the media's obsession and maltreatment of the hockey mom from Wasilla.<br />
