Tipm module?

Newbie here. What the heck is a TIPM module?

I am planning on adding some electrical items and it was mentioned that you cant splice into any power wire without affecting this TIPM thing and I dont want to pay for a new one as they are quite expensive. So....how do I go about adding powered accessories like extra lights or CB radios etc?? Thanks in advance of any replys.
