Newbie - Code Reader & TSB Question

I just purchased my first CTD truck, and need a few simple questions answered.

1) Where can I get a device that will read any codes, should my truck need it.

2) What are the TSB's, and where can I find out if one pertains to my truck. (Is it easy to convice a dealer to apply a TSB??)

3) I'd like to find a local shop that can install the gauges I purchase. (I'm a computer geek by trade, and I think I'd royally screw up adding anything to my truck besides floor mats, and stickers
