Cleaning oil deposits

I wana clean up the oil blow by on the fan shroud and the radiator. Its like a brownie tight on there..

I heard some people will just take simple grean 100% and spray it let it sit and then spray it down with water...

does that dry up the rubber hoses?

what else would you guys suggest?
