fuel nozzle boots

about a month ago I went through nevada and california, I noticed all the pumps have this stupid springloaded nozzle thing that keeps fumes from escaping out the filler neck. I thought they sucked and wanted to just cutt one off, cause you have to hold the pump nozzle in place, I later got to thinking, arn't the vapors just coming out the tank vent instead?? is this just a feel good solution to a problem that can't be fixed??
