why is the west still getting screwed on diesel??

for the last 2 years the entire west at least the rocky mtn region seems to be paying a lot more for diesel than gas, I just looked at flying J's nation wide prices texas for example has about a .05 cent spread to gas, in utah we are still over .20 more than gas, ULSD was the excuse but the switchover has already taken place, the gulf and east coast states, didn't have much of a problem switching over someone is ripping off. last time I checked heating oil has been going for cheaper than gasoline on the commodiities market.
