EPA and turbo back exhaust systems

Im not sure if this is the correct place to post this. Are Turbo back exhaust systems legal in the U.S if the Cat is removed? If they are not legal will putting " off road use only" or "compition use only" on the customers bill protect me if there was ever a problem?
