'07 or?

OK....here is/are the question(s)

I have a 13K fiver to tow and want a CTD replacement for my '99 3500 that does real well but is tired (not the engine......just drive train and chassis). I am considering an '07 or '08 and 5.9 LWB, quad cab, DRW, 4X4. My quandry is whether the six speed manual with an exhaust brake and a chip (Edge Comp) like my present truck with its five speed and a two speed US Gear auxilary transmission or an AT with or without the two speed or chip but definitely an exhaust brake would best serve my purpose?

Also.....should I wait for and order an '08 or go for an '07? I usually keep my vehicles for at least five years.

Price, while to be considered, is not as important as performance and reliability.
