Air Condition problem

1998 5.9 12v 3500 4x4, engine was recently changed prior to me buying. Did'nt notice but heater works, air blows hot, all out of defroster vent at windshield. No matter what setting high low fan, or air max or normal blows out of defroster vent. Anyone else ever have that problem? One post while back said dodge was'nt going to be rated best for air conditioning but....help.
