Diesel fuel in Rhode Island ??

A boater friend (who owns a Cummins diesel powered boat) from RI told me that all the diesel stations he has seen his area (Westerly) have a sticker on the pump saying the diesel contains 10 % ethanol. And the fuel is dyed green to indicate that.
Is this true? I have not heard this or read about that anywhere else.
Can someone confirm or deny that?
