When the truck manufacturer i.e DC puts out a TSB who is financially responsible for the repair ?
i just purchased a '99 CTD 5.9L AT, and I JUST NOTICED that there is a noticeable delay going from second gear to third , when searching through the TSB data base i noted a TSB for this problem
