Bombed trucks and Snap Idle test?

We've got emission testing for diesels here in five or six counties that sets the opacity limit at 40 for after '91 vehicles and 55 for vehicles made before '91 in a series of idle to WOT runups.

Does anyone have any experience with this? Seems like it'd take a lot of black smoke to flunk.

WHAT DOES IT ALL MEAN????
