Portland Area 5% Diesel / BioDiesel Mix

The City of Portland requires 5% biodiesel for all diesel sold within the city. Does anyone know if the distributors are only adding the biodiesel for Portland delivery, or do the suburbs get the mixed fuel as well.

While we are on this thread, what brand of fuel is your favorite in the Portland area? I've been using Shell as I see many diesel light trucks filling up at my neighborhood Shell and figured the fuel was turning over pretty fast.
