98 audi A4 ABS brakes

been having a problem with the ABS for a year or better progressively getting worse over the last month. when coming to a stop with any amount of pedal pressure the ABS is activated no matter what the driving conditions or amount of braking applied. i have replaced one sensor that was wet and gaulded in the houseing and have cleaned the rest of them multiple times. the tone rings are clean by my inspection thru the sensor hole while they were out. the ABS and Brake MIL have been coming on occasionally which of couse lets me know the ABS is disabled...car has good brakes then! anybody have any ideas what i should do next or how to read the ABS computer?

BTW...just if your wondering all new rotors 10k miles ago OEM Brembo brand with new Mintex pads. when the ABS is off the car stops great with this combo!
