seat belts

on my kia, my daughters suburban, other daughters chrys van, my son in laws bmw and my brother in laws dodge caravan we have the same problem. the seat belt locks on the passenger side only. you put it on and it locks and will not let you lean forward.. is there a fix for this? is it because the drivers side gets used more? most of the time when you put it back in all the way it frees it up but not always. thanks robert
