'00 Honda Accord no start

Wife and I are trying to get rid of this car. Engine will crank over till the battery dies. Cap, rotor, plugs, wires are are less than 10k old.
Looking at the engine there is a fuel line that looks like it comes up the firewall and goes into the fuel rail. I took off that bolt and I do not have fuel coming out.
I do not have a book to look at, a jack or jackstands. I am thinking fuel pump or fuel filter. I can not hear the pump from outside the car but I don't know if it is audable.
Am I on the right track and does any one have another idea?
